All motor vehicles and trailers used upon the highways of Kansas, except those exempt by law, must be registered. Registration optional on trailers of 2,000 pounds gross weight or less.
Registration renewal period is from January 2 through February 15 for full registration, and January 2 through March 1 for proportional registration. Registration period is from January 1 to December 31.
Any truck or truck tractor for which the owner has declared the maximum gross weight to be more than 12,000 pounds must have durably marked on the vehicle, on both sides, in plain letters at least two inches in height and at least ¼-inch stroke, the gross weight for which the vehicle is licensed, and the name and address of the owner or lessee thereof.
Kansas issues one license plate to be displayed at the rear of the vehicle, except truck tractors must display the plate in the front of the vehicle.
Commercial vehicles 26,000 pounds or under, based in an IRP jurisdiction and not apportioned in Kansas, must obtain a trip permit (or apportion) before conducting intrastate transportation in Kansas. Such vehicles operating interstate have reciprocity if properly registered in their base jurisdiction.
Kansas is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
The International Registration Plan provides for all carriers who operate fleet vehicles from participating states operating as a fleet to prorate fees. The IRP defines a fleet as one or more vehicles with three or more axles, having a gross vehicle weight in excess of 26,000 pounds, operating in the base state and one or more other member jurisdictions.
Kansas requires a current MCS-150 (completed within the past 12 months) prior to renewing annual registration.
Kansas apportions vehicle registration fees which are based on the maximum combined gross weight of the loaded vehicle (with trailer).
Kansas has a 45-day temporary Kansas apportioned registration permit to place a vehicle into service. This permit is computer issued by the carrier via the Internet at www.truckingks.org. The carrier must enter the vehicle information, and a permit will be printed from the Internet (24 hours/day). The permit lists the jurisdictions the carrier may operate into with the combined gross weight for which they are registered.
Temporary Permit: A 60-day temporary IRP registration is available if you are adding or transferring a vehicle, adding a jurisdiction, increasing a registered weight, or requesting a replacement credential from Kansas. The temporary IRP registration may be faxed to you, and used until a permanent cab card and registration plate is received. When a temporary registration is issued, all of the required documentation must be provided and the billing invoice must be paid within the 60 day period. There is no additional fee for the temporary registration.
Hunter's Permit: The hunter’s permit allows the vehicle owner to operate his vehicle empty and for the purpose of securing a new lease agreement under which proper registration may be obtained. This permit is only valid for vehicles that were registered to a Kansas based carrier. Applicant must include a release signed by the previous Kansas registrant, that the owner has surrendered all plates and cab cards. Required supporting documentation includes proof of ownership and a certificate of insurance is required. The permit is valid for 30 days.

Registration fees are based on the maximum gross weight. Gross weight or combined gross weight shall mean the weight of a truck and the cargo or payload transported or the weight of a truck or truck tractor plus the weight of any trailer or semitrailer together with the cargo or payload transported.

Local (Intracity) Trucks and truck-tractors - January 1, 2014
A truck or truck tractor registered for a gross weight of more than 12,000 pounds, operated wholly within the corporate limits of a city or village or within a radius of 25 miles beyond the corporate limits, may be classified as a local truck. Vehicles registered as local trucks or truck tractors may not be operated as contract or common carriers outside a radius of three miles beyond the corporate limits of the city or village in which the vehicle was based when registered and licensed. Permits are available from the Division of Vehicles to operate the vehicle, empty, beyond the radius described when the operation is solely for the purpose of repairing, painting or servicing the vehicle, or for adding additional equipment.
Five-year trailer registration for vehicles 12,001 pounds gross weight or more is available at five times the annual fee.
The gross weight of a trailer is used only to determine what trailer fee is applicable, as the gross weight of a trailer and the maximum payload it carries shall be included in that which determines the gross weight of the power unit towing such trailer. Gross weight for a trailer means the weight of the trailer plus the maximum load the trailer is carrying.
