A UN specification packaging is a non-bulk packaging that meets the requirements for the United Nations (UN) Recommendations for the Transportation of Dangerous Goods. UN specification packaging also meets the requirements for specification packagings in 49 CFR Part 178.
Scope
Packaging manufacturers are primarily responsible for compliance with the packaging construction requirements in the Hazardous Materials Regulations (HMR). Shippers and transporters must comply with the HMR packaging requirements when shipping or transporting hazardous materials.

- Non-bulk packaging: A packaging which has:
- A maximum capacity of 119 gallons (450 L) or less as a receptacle for a liquid;
- A maximum net mass of 882 lbs. (400 kg) or less and a maximum capacity of 119 gallons (450 L) or less as a receptacle for a solid;
- A water capacity of 1000 lbs. (454 kg) or less as a receptacle for a gas;or
- Regardless of the definition of bulk packaging, a maximum net mass of 882 lbs. (400 kg) or less for a bag or a box conforming to the applicable requirements for specification packagings.
- Packaging: A receptacle and any other components or materials necessary for the receptacle to perform its containment function in conformance with the minimum packing requirements of the hazardous materials regulations.
- Specfication packaging: Packaging conforming to one of the specifications or standards for packagings in 49 CFR Part 178 or Part 179.
Summary of requirements
Most non-bulk packagings used to transport hazardous materials must meet the UN specification requirements listed in the HMR. The UN specification packagings must bear the UN packaging marking to certify that it meets the appropriate standards. The UN specification packagings must also be closed in accordance with the package manufacturers closure instructions.
