This adoption applies to intrastate and interstate operations when the vehicle has a gross vehicle weight rating, gross combination weight rating, gross vehicle weight, or gross combination weight of 10,001 pounds or more, or is of any size transporting a placardable amount of hazardous materials.
All motor carriers that are domiciled in Oregon and that receive a certificate or permit from the Oregon Department of Transportation for the first time on or after July 1, 1990, must participate in a Transportation Educational Program that covers, at a minimum, safety, weight-mile tax, insurance, and size and weight regulations. This requirement does not apply to a carrier receiving a certificate or permit if the carrier is a successor in interest to a carrier that held a certificate or permit prior to July 1, 1990.
