Washington state has specific requirements regarding safety and health programs, known as accident prevention programs (APP). Employers in Washington may need to establish safety committees or hold safety meetings based on the number of employees and shifts.
A summary of the Washington state regulation includes the following:
- Employers with 11 or more employees on the same shift at the same location must establish a safety committee. The safety committee must cover required topics and prepare minutes from each safety committee meeting (WAC 296-800-13020).
- Employers with 10 or fewer employees may hold monthly safety meetings instead of a safety committee if you employ 10 or fewer employees or if you have 11 or more employees that work on different shifts with 10 or fewer employees on each shift or if you have 11 or more employees that work in widely separate locations with 10 or fewer employees at each location (WAC 296-800-13025).
- Employers must establish in writing, supervise, and enforce an APP containing elements for a safety and health committee and a safety orientation (WAC 296-800-14005). Some required elements include:
- Safety training for employees;
- Training on how and when to report on-the-job injuries as well as unsafe conditions and practices;
- Training in the use and care of required personal protective equipment (PPE);
- What to do in an emergency and how to exit the workplace in an emergency; and more.
