Summary of requirements
If a motor carrier transporting hazardous materials required to be marked or placarded is not subject to State or Indian tribe routing requirements, the carrier shall operate the vehicle over routes which do not go through or near heavily populated areas, places where crowds are assembled, tunnels, narrow streets, or alleys, except when:
- There is no practicable alternative;
- It is necessary to reach a terminal, points of loading or unloading, facilities for food, fuel, rest, repairs, or a safe haven; or
- A deviation is required by emergency conditions;
- Operating convenience is not a basis for determining if a route can be used.
There are specialized routing requirements for motor carriers transporting radioactive materials. These requirements can be found in 397.101.
