Chemical Accident Prevention Program (CAPP)
Nevada Division of Environemtnal Protection (NDEP)
Adds requirement for facilities handling highly hazardous substances in quantities less than the program threshold quantities, to become subject to CAPP after having two accidental releases within a 12-month period.
Must obtain a Permit to Construct, prior to commencing process construction of a new CAPP process. Requires a Permit to Operate, prior to process startup. Under the permitting process, NDEP verifies that the accident prevention and emergency response preparedness elements are developed and implemented to ensure CAPP compliance upon startup.
