State authorization is a process through which EPA delegates the primary responsibility of implementing federal programs to individual states in lieu of EPA. State programs must always be at least as stringent as the federal requirements, but states can adopt more stringent requirements as well.
States can choose to take delegation of the Clean Air Act Section 112(r) program covering Chemical Accident Prevention and Preparedness and Risk Management Planning. If they do, they become the Implementing Agency for that state. If they do not take delegation, the EPA Region is the Implementing Agency.
The State of Oklahoma has not obtained delegation.
