- Offeror: Any person who performs, or is responsible for performing, any pre-transportation function or makes the hazardous material available to a carrier for transportation in commerce.
- Rail car: A car designed to carry freight or non-passenger personnel by rail, and includes a box car, flat car, gondola car, hopper car, tank car, and occupied caboose.
- Residue: The hazardous material remaining in a packaging, including a tank car, after its contents have been unloaded to the maximum extent practicable and before the packaging is either refilled or cleaned of hazardous material and purged to remove any hazardous vapors.
Summary of requirements
The shipping paper for a packaging (other than a tank car) containing the residue of a hazardous material may include the words “RESIDUE: LAST CONTAINED” immediately before or after the basic shipping description of the hazardous material last contained in the packaging.
For a tank car containing the residue of a hazardous material, the description on a shipping paper must include the phrase “RESIDUE: LAST CONTAINED” immediately before or after the basic shipping description, OR immediately preceding the proper shipping name.
