The District of Columbia adopted Title 49, Code of Federal Regulations (CFR), Parts 171 – 180, the federal Hazardous Materials Regulations (HMR), as well as Parts 387 and 390 – 397 of the Federal Motor Carrier Safety Regulations, effective since August 19, 1993.
These regulations are applicable to all self-propelled or towed vehicles of common, contract, or private carriers operating on the streets and highways of the District of Columbia, if:
- The gross vehicle weight rating (GVWR) or gross combination weight rating (GCWR) of the vehicle exceeds 10,000 pounds;
- The vehicle is designed to transport more than fifteen passengers, including the driver; and
- The vehicle is used in the transportation of hazardous materials in a quantity requiring placarding.
The Metropolitan Police Department regulates the transportation of hazardous materials.
