Maryland has adopted Sec. 390.15 of the Federal Regulations, which includes accident recordkeeping requirements.
Applicability
Section 390.15 applies to vehicles with a gross vehicle weight rating or gross combination weight rating of 10,001 or more pounds as well as to anyone transporting hazardous materials requiring placarding.
Notification
Any driver involved in an accident in which anyone is killed or injured must report the accident in writing within 15 days to the Motor Vehicle Administration, unless the accident was investigated by the police and a report filed with the Maryland State Police; if a report is filed with the Maryland State Police, the requirement to file with the Motor Vehicle Administration is waived. A written accident report is not required from any person while that person is physically incapable of making the report. A report may instead be required of the owner of the vehicle. A report may also be required of the owner if the driver is unavailable or refuses to do the report.
How to obtain accident reports
Procedure
An official copy of an accident report may be obtained at the Maryland State Police Barrack that completed the report, ten days after the date of the accident. It is recommended that you call the Barrack first prior to coming to ensure the report is available.

You may also obtain a copy in person at the Central Records Division during regular business hours (8:00 am - 5:00 pm, Monday - Friday, excluding State Holidays).
Fees
$4.00 (non-refundable search fee) regardless of number of vehicles involved or number of pages. Checks should be made payable to the Maryland State Police.
