Hawaii has adopted Sec. 390.15 of the Federal Regulations, which includes accident recordkeeping requirements.
Applicability
Section 390.15 applies to interstate and intrastate operation of a vehicle with a gross vehicle weight rating or gross combination weight rating, or gross vehicle weight or gross combination weight of 10,001 pounds or more, whichever is greater, or a vehicle of any size transporting a placardable amount of hazardous materials.
Notification
Any accident involving injury, death, or property damage of $3,000 or more must be reported to police immediately. Any accident in which an unattended vehicle or property is struck must also be reported immediately to the police.
Also, within 24 hours, the driver of every motor vehicle involved in an accident resulting in injury, death or property damage of $3,000 or more must report the accident in writing or in person to the police.

In the State of Hawaii, all motor carrier accident investigation reports are confidential and are not released as public information.
