Federal regulations
Utah has adopted Part 380 (Special Training Requirements) of the Federal Regulations. Intrastate trucking operations in which carriers operate double trailer combinations only are not required to comply with Sec. 380.203(a)(2).
Utah has adopted Part 391 of the Federal Regulations with the exception of Secs. 391.11(b)(1) and 391.49.
Applicability
Part 380 applies to drivers who possess a commercial driver’s license (CDL).
Part 391 applies to an intrastate commercial vehicle:
- With a gross vehicle weight rating (GVWR), gross vehicle weight (GVW), gross combination weight rating (GCWR), or gross combination weight (GCW) of 26,001 or more pounds and is operated by an individual who is 18 years old or older;
- With a GVWR or GCWR of 16,001 or more pounds if the vehicle is operated by an individual under 18-years old; or
- Used to transport placardable hazardous materials.
Age
18 years old unless hauling placarded amounts of hazardous materials, then 21.
Driver qualification file
A driver qualification file (Sec. 391.51) is required. There are exceptions to the physical qualification requirement. See Physical Qualification below for details.
Operator’s license
The license classification system is as follows:
Class | Description |
Class A | Any combination of vehicles with a gross vehicle weight rating (GVWR) of 26,001 pounds or more, if the GVWR of the one or more vehicles being towed is in excess of 10,000 pounds. |
Class B | Any single motor vehicle with a GVWR of 26,001 pounds or more, including that motor vehicle when towing a vehicle with a GVWR of 10,000 pounds or less. |
Class C | Any single motor vehicle with a GVWR of less than 26,001 pounds or that motor vehicle when towing a vehicle with a GVWR of 10,000 pounds or less when the vehicle is designed or used:

Class D | All vehicles not defined as Class A, B, C, or motorcycle. |

Physical qualification
Exceptions to Sec. 391.41, Physical Qualification, may be granted to intrastate drivers under the rules of the Department of Public Safety, Driver’s License Division.
