Intrastate private carriers operating vehicles with an actual weight, registered weight, or gross vehicle weight rating (GVWR) in excess of 26,000 pounds and/or GCWR in excess of 26,000 pounds when the trailer's GVWR is greater than 10,000 pounds must obtain a private carrier license from the OCC. The filing fee is $100. The license, valid for one year is renewed annually at $50 (may be renewed for up to three years). Identification devices are required at $7 per vehicle, renewed annually. Private carriers are required to carry shipping documentation that establishes legal possession of the cargo.
Every intrastate motor carrier must possess a current OCC Chapter 30 rule book. Rule books are available at a cost of $10 per rule book (notices of rule changes will be provided), or you may download the document from the OCC website at http://www.occeweb.com/rules/rulestxt.htm.

A deleterious substance is a chemical, salt water, oilfield brine, waste oil, waste emulsified oil, basic sediment, mud, or injurious substance produced or used in the drilling, development, production, transportation, refining, and processing of oil, gas, and/or brine mining.
A private carrier may not transport any deleterious substance in any quantity over 20 gallons without a Deleterious Substance Transport Permit (DSTP). The permit carries a $260 fee. Once the permit is obtained, a copy must be carried in each motor vehicle at all times.
Interstate private carriers are required by Oklahoma to carry documentation establishing legal possession of the cargo.
Oklahoma is a participating member of the Unified Carrier Registration Agreement (UCRA). Online registration and fee payment is recommended and available to all carriers at the national UCRA website at www.ucr.in.gov.
