Intrastate
Carriers (including household goods carriers) must obtain a license from the Oklahoma Corporation Commission (OCC). The initial filing fee for each type of carrier is $100. Household goods carriers need two permits if transporting household goods and other types of freight intrastate. The license is issued for one year and renewed annually at $50. A per vehicle fee of $7 is also renewed annually. Commercial vehicles of any weight are subject to authority requirements.
Every intrastate motor carrier must possess a current OCC Chapter 30 rule book. Rule books are available at a cost of $10 per rule book (notices of rule changes will be provided), or you may download the document from the OCC website at www.occeweb.com/rules/rulestxt.htm
Insurance: Every motor carrier must file with the Commission a Form E or G certifying a valid bond or insurance policy is in effect covering operations in Oklahoma.
- Property carriers, using vehicles with a gross vehicle weight rating (GVWR) of 10,000 pounds or more:
- Property, non-hazardous commodities or transporting hazardous waste, materials, or substances not listed in 387.9 - $750,000
- Transporting deleterious substances - $750,000
- Transporting hazardous waste, materials, or substances - as required by 387.9
- Property carriers, using only vehicles with a GVWR under 10,000 pounds:
- Transporting commodities other than deleterious substances - $300,000
- Transporting hazardous waste, materials, or substances - as required by 387.9
- Carriers transporting the following types of property, materials, and products (also known as restricted property) - $350,000:
- Sand, rock, gravel, rip-rap, aggregate or dirt;
- Asphaltic mixtures and similar mixtures and compositions (excluding concrete and concrete mixtures) used in road, highway, and other ground surface paving
- Unprocessed forestry products and by-products thereof not in a finished state
- Unprocessed agricultural commodities
- Ordinary livestock
- Motor carriers of household goods - $750,000
Intrastate carriers of household goods must also file Form H or J certifying a valid bond or insurance policy in the amount of at least $5,000 covering each household goods carrying vehicle operated by the carrier and $10,000 for the loss of or damage to or aggregate of losses of or damages to property occurring at any one time and place.
Deleterious substance transport permit
A deleterious substance is a chemical, salt water, oilfield brine, waste oil, waste emulsified oil, basic sediment, mud, or injurious substance produced or used in the drilling, development, production, transportation, refining, and processing of oil, gas, and/or brine mining.
A person or carrier may not transport any deleterious substance in any quantity over 20 gallons without a Deleterious Substance Transport Permit (DSTP). The permit carries a $260 fee. Once the permit is obtained, a copy must be carried in each motor vehicle at all times.
Interstate
Oklahoma is a participating member of the Unified Carrier Registration Agreement (UCRA). Online registration and fee payment is recommended and available to all carriers at the national UCRA website at www.ucr.in.gov.
