Pennsylvania has adopted Part 393 of the Federal Regulations.
The PennDOT adoption of Part 393 applies to a vehicle or combination of vehicles used on a highway in intrastate commerce with a gross vehicle weight rating or gross combination weight rating, or gross vehicle weight or gross combination weight of 17,001 pounds or more (whichever is greater), or transporting hazardous materials which are required to be placarded.
The PUC adoption of Part 393 applies to vehicles with a gross vehicle weight rating or registered gross weight in excess of 10,000 pounds, or a vehicle that is being used to transport hazardous materials of a type or quantity that requires the vehicle to be marked or placarded.
Every truck with a gross weight exceeding 11,000 pounds, trailer, and truck tractor (without a semitrailer) used on the highways must be constructed or equipped with wheel shields to bar water or other substances from being thrown by the rear wheels at tangents exceeding 22- 1/2 degrees from the road.
Tires with ice grips or tire studs which have projections not exceeding two thirty-seconds of an inch beyond the tread of the traction surface of the tire may be used between November 1 and April 15.
Tire chains may be used on vehicles during periods of snow and ice emergencies.
