Maine has adopted Part 393 of the Federal Regulations.
Applicability
Part 393 applies to a vehicle with a gross vehicle weight rating, gross combination weight rating, gross vehicle weight, or gross combination weight of 10,001 pounds or more, or a vehicle transporting hazardous materials which require placarding.

Mudflaps
A truck, truck tractor, trailer, and semitrailer must be equipped with suitable guards that will effectively reduce the spray or splash of mud, water, or slush caused by the rear wheels.
Exception — Splash guards are not required for certain types of vehicles, including a motor vehicle equipped with fenders, a truck tractor when not hauling a semitrailer, or a truck with a registered gross vehicle weight of 6,000 pounds or less.
Studded tires
No tire may have metal studs, wires, spikes, or other metal protruding from the tire tread from May 1 to October 1.
Tire chains
Tire chains of reasonable size may be used when required for safety because of snow, ice, or other slippery conditions.
