When a permit is required
Any vehicle, load, or combination that exceeds the legal limits must obtain a permit before operating on a highway. In addition to the legal limits listed in Section I, a permit is required if any vehicle or combination of vehicles is carrying overlength loads of logs, poles, structural steel, or other like objects of a structural nature which cannot be dismembered. A permit is also required if the front projection exceeds 3 meters beyond the turning axis or if a rear projection extends more than 6.5 meters.
Application procedure
The permit applicant must provide all information necessary for the purpose of making the required computations. The licence number must be supplied for all vehicles and units that the permit is being applied for.
Carriers wanting to move overdimensional vehicles on Yukon highways have the option of applying for:
- A single-trip overdimensional vehicle permit, when the move will occur only once, or
- A multiple-trip overdimensional vehicle permit when a vehicle will repeatedly move overdimensional loads. The multiple-trip permit works as a bulk buy of single-trip permits for any one vehicle and load.
An overdimensional permit may be issued when an application provides accurate measurements of the vehicle and load, a description of the load, route of travel, number of trips to be taken, and estimated date of each trip, is approved. Permit application can be made and approved permits issued by phone, fax, or in person.
The fee for a single-trip permit will be $15 and will be $25 per vehicle per month for a multiple-trip overdimensional vehicle permit. A multiple-trip permit can be valid for up to six months.
Scale of fees
Oversize - $15
Overweight - $15 plus $0.04 per tonne per kilometre (rounded to the nearest half tonne)
Insurance requirements
The holder of the permit shall move the object or load described in the permit at his own risk and shall be responsible for any damage to roads, bridges or other property caused by his negligence or the negligence of his officers or servants.
Permitted vehicle limitations
The permit must be carried in the vehicle for which it has been issued and shall be produced when demanded by an officer employed in the administration of the Highways Ordinance.
Sign requirements
WIDE or LONG LOAD signs should be used on an oversize load. If an escort vehicle is required, signs are only required on the escort vehicle, not the load. The sign should read WIDE LOAD or OVERSIZE LOAD, whichever the case may be. If the load is both overwidth and overlength, the WIDE LOAD sign should be used. There are definite specifications for construction of the sign and the amber lamps that are to be mounted on top of it. Contact the Department of Highways and Public Works for the specific requirements (the “D” sign is also accepted for escort vehicles and loads).
Signs shall be double faced of 3 metre yellow plexiglass background with black letters 28 centimetres by 4 centimetres (11 inches high by 1 1/2 inches wide).
Flags and lighting requirements
Flags are required on all overwidth and overlength vehicles and loads during daylight hours. The flags shall be red or orange, at least 40 centimetres on each side (12 inches by 12 inches), and mounted on all four corners or projections of the vehicle or load. If objects are not plainly visible at 90 metres, clearance lights would be required.
All overdimensional vehicles must have at least one rotating amber light mounted on top of the vehicle. The lights must be visible at a minimum of 300 metres in all directions and must flash 60 to 90 times per minute. The lenses of the lights must be a minimum of 12 centimetres at a height of 10 centimetres above base. The lights must be mounted no more than 1.5 metres above the road.
Clearance lights required at night may be amber or red and must be firmly mounted on the corners of the load or on the extremities or protrusions of the load. Amber clearance lights are required to be mounted in the front of the load, while red clearance lights must be mounted at the rear of the vehicle. At night, or any time when objects are not plainly visible at a distance of 90 metres, clearance lights are required.
Escort and flagperson requirements
Escort vehicles — Escort vehicles must be private passenger vehicles with a registered gross vehicle weight of less than 6,000 kilograms, and must be equipped with roof mounted signs. All signs must be removed or folded out of sight when the escort vehicle is not being used to escort an overdimensional load.
- The sign box shall be 180 centimetres by 35 centimetres by 10 centimetres of fine steel. Outside surface shall be yellow baked enamel, with the inside surface white baked enamel. Eight lamps shall be mounted in the box, and the box shall house all wire connectors, switches, flashers, etc.
- The sign shall be double faced of 3 millimetres yellow plexiglass background with 28 centimetres by 4 centimetres block letter.
- Lamps shall have a rating of 12.5 volts, minimum 5 candlepower (candela) design amps 3.
- Mounted on top of this sign box shall be two amber lamps (one at each end) of a two-way light design of at least 15 centimetres in diameter which meets C.S.A. Standard D-106.1 1972 flashing at 60-90 flashes per minute.
Radio communication is required when escort vehicles are used and must be maintained between all vehicles.
Escort vehicles shall precede an overdimensional load by 150 to 500 metres and follow between 150 to 300 metres.
Oversize
The escort, lighting/flagging, and signage requirements for overwidth, over-length, overheight, and load extension vehicles are as follows:
If a vehicle is more than: | then the vehicle must: |
---|---|
2.6 m wide |
|
3.04 m wide |
|
3.2 m wide |
|
3.8 m wide |
|
4.9 m wide |
|
25 m long |
|
27.5 m long |
|
36 m long |
|
the height of overhead wires which requires the overhead wires to be moved |
|
If the front projection of a vehicle is more than 3 m beyond the kingpin or more than 6.5 metres beyond the vehicle turn center to the front of the vehicle, or the rear projection is more than 6.5 metres from the center of the rear axle, then the vehicle must have at least one 360 degree amber warning light, square red flags during the day or clearance lights at night or when objects are not visible at a distance of 90 metres, and an “Overdimensional” sign mounted on both the front and rear of the vehicle. Such loads must also be preceded by one escort vehicle.
If a vehicle is operating under the authority of an overdimensional permit for ANY combination of length, width, height, or load extension, then the highest level of warning devices and escort vehicles is required.
Height — Two escort vehicles are required when overhead “wire lifting”or other actions that may impede traffic will occur.
Travel restrictions
Night travel for loads exceeding 3.2 to 4.4 metres in width is allowed on most Yukon major highways.
Any other particular travel restrictions, such as mile per hour limit, bridge travel, and weekend or holiday restrictions, will be determined at the time the permit is applied for.
If night travel is permitted or authorized by the permit, the extremities of the oversize vehicle or load shall be lighted pursuant to the Motor Vehicles Ordinance or Regulations.
