When a permit is required
Vehicles, combinations of vehicles, and loads that exceed legal size and weight limits must secure special permits to operate on the highways of Prince Edward Island. Overweight permits will only be issued for indivisible loads.
Application procedure
Oversize
Upon application in writing, a special permit may be issued for an oversize load. The application should be made to the Highway Safety Division in Charlottetown. Permits may be picked up and paid for at the weigh scales.
Length - The special permit for an overlength movement may include restrictions as to the effective period of the permit, the highways on which the motor vehicles may be operate, the nature of load or vehicle, and the maximum weight permitted.
Overweight
Permits must be obtained in advance by contacting the Highway Safety Division with details of the load, vehicle dimensions and destinations.
Not valid during spring weight restriction period or while any other highway weight restrictions are in effect.
Load must be properly positioned on the vehicle to evenly distribute weight on all axle groups. Weight shall not exceed manufacturer’s maximum tire and/or axle rating. Permittees must follow route plan as described on the permit.
Scale of fees
Non-Complying Configuration Permit - This permit is issued for a vehicle that does not have an authorized vehicle configuration. It is valid for one year from date of issue and costs $100.
Thirty-Day Work Permit - Permit required for any commercial vehicle not legally registered in Prince Edward Island and planning to use the vehicle within the province to conduct work. Companies may enter Prince Edward Island for short periods of time without registering the vehicle in Prince Edward Island saving companies the time for paperwork and the payment of taxes. The permit is valid for 30 days and may be renewed. Cost for a straight truck is $200, or $300 for a combination.
Oversize
$10 per trip permit, $50 for annual permit.
Overweight
There is a $25 charge for an overweight permit.
Insurance requirements
$200,000 Public Liability insurance required. Cargo insurance requirement depends on the value of the cargo being carried.
Permitted vehicle limitations
The permit shall be displayed at all times in a conspicuous place in the vehicle. Any limits placed on the permit will be determined at the time the permit is applied for.
Sign requirements
Transport vehicles
If load or equipment is greater than 3.05 meters (10 feet) past the rear of the vehicle, reflective tape is required on both sides, flags or flashing lights at rear extremity are required, 360º revolving amber or strobe warning light on cab of vehicle, D sign, and pilot vehicle providing front escort.
Flags and lighting requirements
All loads greater than 3.05 meters (10 feet) wide and/or 27.5 meters (90 feet) long and/or 4.24 meters (14 feet) high require revolving amber or strobe warning light on the cab of the towing and escort vehicles visible from 150 meters (492 feet.)
Red flags 40 centimetres x 40 centimetres (15.7 inches x 15.7 inches) minimum or amber flashing lights on the outer extremities of all oversized loads
Flashing amber lights on outer extremities of loads 3.65 - 4.57 meters (12 - 15 feet) when not accompanied by escort vehicles.
Overhangs-front
If load or equipment extends greater than 1 meter (3 feet, 3 inches) from the front of the vehicle, flags or flashing lights at front of the extremity.
If load or equipment extends greater than 2 meters (6 feet, 6 inches) past the front of the vehicle, red flags or flashing lights at front of extremity.
Retro-reflective tape is required on both sides of the overhang.
Overhangs-rear
If load or equipment extends greater than 2 meters (6 feet 6 inches) past the rear of the vehicle, red flags or flashing lights at rear of extremity.
Pilot/Escort vehicles
Escort and flagperson requirements
Escort vehicles and towing vehicles must be equipped with radios for the purpose of communication between vehicles.
Police escort required when specified on permit (see special conditions).
Loads exceeding 3.65 meters (12 feet) but less than 4.57 meters (15 feet) when not equipped with flashing lights on the outer extremities require front escort.
Loads exceeding 4.57 meters (15 feet) wide require front and rear escorts.
Loads exceeding 27.5 meters (90 feet) in length require a rear escort.
Escort vehicle(s) must maintain a spacing of 150 - 300 meters (492 - 984 feet) from towing vehicle.
Front or rear overhang exceeds 3.05 meters (10 feet) from rear, escort is required.
Travel restrictions
Oversize loads shall only travel during daylight hours. The Highway Safety Division may impose additional travel restrictions.
During spring weather conditions there may be limited weight restrictions on some roads.
Oversize loads are not permitted on any highway during adverse road and weather conditions or when visibility is reduced.
Loads in excess of 4.5 meters (15 feet) in width and/or 30.0 meters (98 feet) in length and/or 4.8 meters (16 feet) in height, must travel during daylights hours.
Permit holders shall be responsible for damages caused while load is on the highway.
Permit not valid on the provincial highway system between the hours of 7 and 9 a.m., and 4 and 6 p.m. within the municipalities of Charlottetown and Summerside unless special conditions apply.
Note: Approval must be granted by bridge control prior to proceeding across the Confederation Bridge.
