General requirements
Reducible expectations | The permittee must certify that steps have been taken to reduce the dimensions and/or weight of vehicle and/or load concerned in the permit to legal limitations, or if that is impractical, to reduce the excess to a minimum. | |||
Permit timing | If district approval is needed by the Overlegal Special Permit office, the approval may require up to 24-working hours. The Department may take up to 5-business days for an analysis on a vehicle or vehicle combination not in excess of 250,000 lbs and up to 10-business days for an analysis on a vehicle or vehicle combination over 250,000 lbs. Up to 10-business days will also be used for the review process of an analysis done by a third party. | |||
Method of application | Permits can be obtained at the Department Headquarters, several offices and Ports of Entry, on-line, or through J. J. Keller & Associates, Inc., Trip Permits, at (800) 231-5266. | |||
Payments accepted | The permittee must pay the permit fee at the office where the permit is picked up, unless the permittee has charged it to a credit card or has a permit fee account to which it may be charged. | |||

Route surveys | Requests to transport vehicles and/or loads at weights in excess of the weights allowed on a routine basis will require, at a minimum, an additional review and approval from the overlegal special permit office and may require an engineering analysis when structures are involved on the route(s) to be traveled. A traffic control plan is required to be submitted when operating on 2-lane highways. The plan must be prepared by a licensed engineer or an American Traffic Safety Services Association (ATSSA) certified traffic control supervisor and include specific information when exceeding the following dimensions: • Width exceeds 20' • Length exceeds 150' |
Insurance requirements
Liability | The permittee must assume all responsibility for injury to persons or damage to public or private property caused directly or indirectly by the transportation of an oversize or overweight movement. Furthermore, the permittee must hold the Department and all its officers, agents, employees, and servants harmless from all suits, claims, damages or proceedings, which may occur because of the oversize or overweight movement. | |||
Coverage | The permittee or the driver of the vehicle towing overwidth manufactured homes and office trailers is required to carry evidence of general liability insurance in the permitted vehicle showing coverage in the minimum amounts of $300,000 when hauling the permittee's own manufactured home. If hauling for hire, a permittee must carry a minimum amount of $750,000 insurance coverage and have proper authority. When hauling buildings 14' or more in width shall be required to carry evidence of insurance in the permitted vehicle in the same minimum amounts as is required for those permits issued for the movement of overwidth manufactured homes. When operating under a special permit for extra-length, excess weight, up to 129,000 lbs vehicle combination permits, the combination must be covered by insurance of not less than $500,000 combined single limit. The permittee or driver of the permitted vehicle combination must carry in the vehicle evidence of insurance written by an authorized insurer to certify that insurance in this minimum amount is currently in force. |

Red routes | Contain posted bridges and require approval or analysis from the Department. A vehicle configuration may be issued an annual overweight/oversize permit for travel on red routes only, upon completion of an analysis verifying the requested weights are acceptable. The annual permit will be issued for a specific vehicle configuration, operating on a specific route, at specific weights. All information will be listed on the annual permit and will be subject to revocation at such time the vehicle configuration changes (such as axle spacings), the approved weights change, or a bridge rating changes. Annual permits issued for red routes will be in addition to the annual permit required for other routes. |
Yellow routes | Based on a single axle loading of 22,500 lbs, a tandem axle loading of 38,000 lbs, and a tridem axle loading of 48,000 lbs or the equivalent loading as determined by spacings and number of axles and computed by applying the formula W = 560 ((LN/N-1) + 12N + 36). |

Signs
General sign requirement | Signs must be displayed on all vehicles and/or loads exceeding legal width or vehicle combinations inclusive of loads that exceed 75'. Signs cannot be displayed when the vehicle is empty and of legal dimensions. Signs need to be displayed on the front or the roof top of the towing vehicle and the rear of the oversize load. The signs must be displayed on the front and back or the roof top of self-propelled oversize vehicles. | |||

Lights

Flagpersons
For overheight movements that exceed 16 feet high, flagpersons will be required if it is necessary to stop in the line of traffic to clear an overhead obstruction or if necessary to cross the lane lines because of vertical clearance when crossing structures.
Flagpersons will be required if an overweight vehicle is going to cross over the centerline of a structure, or when necessary to flag other traffic off a structure while the overweight load is crossing.
Escort car/company requirements
Pilot/escort vehicle(s) are to be furnished by the permittee and must be either passenger car(s), truck(s) or vehicles authorized by the Special Permit Office, however may not exceed 16,000 lbs. Truck(s) used as pilot/escort vehicle(s) may not be loaded in such a manner as to cause confusion to the public as to which vehicle is the one under escort. Vehicles towing trailers shall not qualify as pilot/escort vehicles.
A pilot/escort vehicle must carry the following items of equipment when escorting an over dimensional vehicle and/or load:
- Standard 18” STOP and SLOW paddle sign;
- 3 bi-directional emergency reflective triangles;
- A minimum of 1 five pound B, C, fire extinguisher;
- An ANSI Class 2 or 3 safety vest, shirt, or jacket either orange or yellow, which must be worn by the operator when working out of the vehicle during daylight hours. An ANSI Class3 safety vest, shirt or jacket either orange or yellow, which must be worn by the operator when working out of the vehicle during nighttime hours;
- Two additional OVERSIZE LOAD signs for escorted loads meeting the size requirements;
- Non-conductive non-destructive height pole with a flexible tip on the front of the pilot/escort vehicle for determining vertical clearances (when required);
- Valid driver’s license;
- Hardhat;
- Flashlight (operable);
- First aid kit; and
- Two-way radios — On all movements requiring a pilot/escort vehicle, both the towing unit and pilot/escort vehicle(s) must be equipped with two-way radio equipment licensed under FCC regulations and to be adequate to provide communication of 1/2 mile separation under conditions normally encountered along the proposed route.
Escort car signs, flags, and lights
All pilot/escort vehicles must display a sign on the roof line of the vehicle having the words OVERSIZE LOAD while escorting an oversize load. Such signs must not be displayed and must be considered illegal except when the pilot/escort vehicle is actually escorting an oversize load.
The sign dimensions must be at least 12” high by 5’ wide, with 8” high letters in 1” stroke width and be black letters on a yellow background.
Flashing or rotating amber lights displayed on the pilot/escort vehicle must be mounted at each end of the required OVERSIZE LOAD sign above the roofline of the vehicle and be visible from the front and rear of the pilot/escort vehicle. These lights must meet the minimum standards outlined under oversize vehicles and/or load lighting requirements.
When light bars are in use they must display amber colored lights meeting the minimum visibility requirements.
The pilot/escort vehicle’s headlights and taillights must be on while escorting the permitted load.
As an alternate, a pilot/escort vehicle may display one rotating or flashing amber beacon visible from a minimum of 500 feet, mounted above the roofline and visible from the front and rear of the pilot/escort vehicle.
Travel restrictions
Daytime | Excessively oversize loads and buildings movements will be restricted to the time of day, or day of the week, when traffic interference will be at a minimum. Oversize vehicles operating under authority of an overlegal special permit which exceeds 7' of front overhang on any vehicle in the combination, are restricted to daylight travel only on 2-lane, 2-way highways. The movement of oversize permitted vehicles or loads which are in excess of 13' in width, may be prohibited from movement on highways on all state and interstate routes within one mile of the city limits that have heavy commuter traffic. Red Routes: Daylight travel until 2 p.m. on Friday or the day before a holiday. Black Routes: Loads not in excess of 10' wide, 100' long or 15' high may travel 24-hours per day, 7-days per week. Loads in excess these dimensions may travel during daylight hours 7-days per week. Interstates: Loads not in excess of 10' wide, 120' long or 15' high may travel 24-hours per day, 7-days per week. Loads in excess these dimensions may travel during daylight hours 7-days per week. Nez Perce - Clearwater Forest have special travel restrictions. | |||
Weekend | Red Routes: No Saturday, no Sunday travel. However, due to low traffic volumes on these routes early in the mornings of Saturday and Sunday, single trip permits may be issued for dawn to 8 a.m. If the movement is not completed by 8 a.m. the permittee will be required to safely park and not proceed until the next day. | |||
Holidays | Red-Coded Routes: No travel for any load after 2 p.m. on the day preceding a holiday or holiday weekend. A holiday weekend occurs as 3-consecutive days, when a designated holiday occurs on a Friday or Monday, or when the designated holiday occurs on a Saturday or Sunday, in which case the preceding Friday or the following Monday is included in the 3-day holiday weekend. Travel may be resumed at dawn on the day following the holiday or holiday weekend. Black-Coded Routes and Interstate Routes: Loads in excess of 10' wide, 100' long or 15' high may not travel after 4:00 p.m. on the day preceding a holiday; travel may be resumed at dawn on the day following the holiday. The following days are designated as holidays: • New Year’s Day • Memorial Day • Independence Day • Labor Day • Thanksgiving and • Christmas | |||
Visibility | Permits will automatically become invalid enroute when: • The Idaho Transportation Department, Idaho State Police or other law enforcement office determines and provides public notice by any available means that a hazardous road condition exists. • The driver reasonably knows that hazardous road conditions exist along route. • Whenever a road is marked “Difficult” on 511 or as having a hazardous condition. • Hazardous road conditions may include but are not limited to: Loss of traction on roadways due to ice, snow or frost, excessive water, or mud; wind over 40mph; the visibility is less than 500' due to snow, rain, smoke, dust, or fog; the roadway becomes obstructed due to snow, water, mud, rocks, or other debris; or when a roadway is subject to a natural disaster, or emergency. |
