The “Orange Panel” is one of three methods that can be used to display identification numbers on bulk packagings or transport vehicles.
Scope
Shippers and carriers must display identification numbers on bulk packages or transport vehicles with an orange panel, placard, or white square on point.

- Bulk packaging: A packaging (other than a vessel or a barge) with no intermediate form of containment and having a:
- Maximum capacity greater than 450 L (119 gallons) as a receptacle for a liquid,
- Maximum net mass greater than 400 kg (882 pounds) and a maximum capacity greater than 450 L (119 gallons) as a receptacle for a solid, or
- Water capacity greater than 450 kg (1000 pounds) as a receptacle for a gas.
- Transport vehicle: A cargo-carrying vehicle such as an automobile, van, tractor, truck, semitrailer, tank car or rail car used for the transportation of cargo by any mode. Each cargo-carrying body (trailer, rail car, etc.) is a separate transport vehicle.
Summary of requirements
Identification numbers must be displayed on bulk packages or transport vehicles, which can be done by using an orange panel. The orange panel must be placed near the placard if a placard is also required. The orange panel is most often used when a placard is not required but the identification number must still be displayed, such as the case for Class 9 materials.
The orange panel must measure 6.3 inches by 15.7 inches and have a 0.6-inch black border around the outside edges. The identification number displayed inside the orange panel must be 3.9 inches high in black Helvetica Medium font.
