All interstate for-hire carriers, regardless of weight, must obtain operating authority (MC-Number) from the FMCS in addition to obtaining a US DOT number.
All interstate private carriers of freight and for-hire carriers of freight, passengers, and exempt commodities along with brokers, leasing companies and freight forwarders are required to register annually with the Unified Carrier Registration Agreement (UCRA).
Carriers operating solely intrastate (never crossing state lines, never furthering interstate commerce) are subject to the authority registration rules in the state of operation. Many states have intrastate operating authority requirements for for-hire carriers; some states have authority registration requirements for private carriers operating intrastate in their jurisdiction.
Interstate for-hire carriers also operating intrastate (point to point within a state) must comply with both the federal and state of operation authority requirements. Such carriers registered with the UCR are not required to file an annual intrastate authority renewal in most states. However, they are required to have the intrastate authority for their intrastate operation.
