OSHA’s compressed gas standard incorporates, by reference, Compressed Gas Association (CGA) Pamphlet P-1. Paragraph 3 specifically states:
“Compressed gases shall be handled and used only by properly trained persons.”
Under 29 CFR 1910.6, OSHA defines “incorporation by reference” as having the same force and effect as other standards in Part 1910. The section further explains, “Only the mandatory provisions (i.e., provisions containing the word “shall” or other mandatory language) of standards incorporated by reference are adopted as standards under the Occupational Safety and Health Act.”
