International Fuel Tax Agreement (IFTA)
IFTA applies to qualified vehicles operating in more than one IFTA jurisdiction. A qualified motor vehicle is a motor vehicle used, designed, or maintained for transportation of persons or property and that:
- Has two axles and a gross vehicle weight or registered gross vehicle weight exceeding 26,000 pounds; or
- Has three or more axles regardless of weight; or
- Is used in combination, when the weight of such combination exceeds 26,000 pounds gross vehicle weight.
IFTA fees
IFTA fees, $15 application fee and $3 fleet fee
IFTA decals, $2 per vehicle
Temporary decal permit
A 30-day temporary IFTA decal permit is available through the state office for no fee, providing the carrier is in good standing and has a valid IFTA license.
Fuel use tax
Carriers must pay enough tax to cover amount of fuel consumed in Wisconsin. Tax can be paid either at the pump to Wisconsin dealers or by direct remittance to the Wisconsin. All fuels are subject to the tax.
Mileage/highway use taxes
Wisconsin does not impose a highway use tax.
Tax refunds or credits
IFTA
Information regarding credits or refunds under IFTA is included in the IFTA Agreement Manual.
PTO/Reefer fuel
The State of Wisconsin does allow for refunds on tax-paid fuel used in reefer or power-take-off equipment. While there is no refund permit required, carrier's must file an application for refund within one year from date of purchase. Originals of all fuel purchase receipts must be submitted with the refund application Form #3 — Motor Vehicle Fuel Tax Refund Claim Form.
Refunds for fuel used in power-take-off equipment are allowed, but carrier must submit calculation for approval before refund is requested.
Purchasers of gasoline and clear diesel fuel for off-road use must file refund claims (MF-003) with the Department of Revenue to receive a refund of the motor vehicle fuel tax paid on fuel they use for off-road purposes.
