The EPA has not had regulatory authority over medical waste since the Medical Waste Tracking Act of 1988 expired in 1991. Most states have since developed their own programs, resulting in significant differences for each state. A summary of this state’s requirements includes the following.
Arizona's medical waste regulations are located in the Arizona Administrative Code (18 AAC Sections 13-1401 to 13-1402). The regulations cover:
- 13-1402 Applicability;
- 13-1403 Exemptions; partial exemptions;
- 13-1405 Biohazardous medical waste treated on-site;
- 13-1406 Biohazardous medical waste transported off-site for treatment;
- 13-1407 Non-sharps packaging;
- 13-1408 Storage;
- 13-1409 Transporter license, fees, and transportation;
- 13-1410 Storage, transfer, treatment, and disposal facilities and facility plan approval;
- 13-1411 Storage and transfer facilities and design and operation;
- 13-1412 Treatment facilities, applications requirements, and design and operation;
- 13-1413 Changes to approved medical waste facility plans;
- 13-1414 Alternative medical waste treatment methods and registration and equipment specifications;
- 13-1415 Treatment standards, quantification of microbial inactivation, and efficacy testing protocols;
- 13-1416 Recycled materials; and
- 13-1417 Disposal facilities and design and operation.
