Transportation of Hazardous Material
A hazardous materials permit is required for the transportation of certain hazardous materials within or throughout Georgia. The hazardous materials include each bulk shipment of liquefied natural gas (LNG), each shipment of polychlorinated biphenyl (PCB), and each shipment of radioactive materials which:
- Is required to be transported on an exclusive use vehicle,
- Consists of spent (used) fuels,
- Have a Transportation Index (TI) greater than 50,
- Is a Highway Route Controlled Quantity,
- Consists of more than 5,000 curies of any “Special Form” material, and
- Any material for which notification to a Governor or designee is required.
The permit application is to be submitted to the Georgia DPS. All applications must be signed and notarized. Additional requirements to be included with the application are:
- An Emergency Action Plan;
- An estimate of the number of trips as well as types and quantities of hazardous materials to be transported per trip on the permit issued;
- General information regarding the origins, destinations, and route;
- A history of actual movements for the preceding three-month period; and
- Name of the insurer and policy number.
The fees for hazardous material permits are $100 for annual permits and $25 for a single trip permit. The appropriate fee must be submitted with the application.

Transporters of Hazardous Waste
Transporters of hazardous waste must obtain a valid Environmental Protection Agency (EPA) identification number and notify the Georgia EPD of such activity.

Public Liability and Property Damage
Public liability and property damage insurance must be maintained during the existence of a permit in at least the minimum amounts required by the federal Department of Transportation (DOT) for motor carriers transporting hazardous materials. The carrier requesting a permit must offer, along with its application, a certificate of insurance showing the name of the insurance carrier, policy number, amounts of coverage, and the effective dates.
