Transportation of Hazardous Materials
A Hazardous Materials Transportation License (HMTL) is required to be obtained when the shipment of hazardous materials requires the display of hazard warning placards, and/or when the shipment of hazardous material exceeds 500 pounds, is being transported for a fee (for-hire) and would normally require placards if shipped in a greater quantity. This requirement applies to both intrastate and interstate carriers.

Transportation of Hazardous Waste
Transporters of hazardous waste do not need a permit to transport hazardous waste if they comply with the California Code of Regulations, Title 22, Division 4.5, Chapter 13; however, transporters of hazardous waste must hold a valid registration issued by the California DTSC.

LPG
In accordance with Cal/OSHA regulations, a permit is required for the transportation of LPG in any pressure vessel. However, pressure vessels of 30 gallons capacity or less, or portable tanks or cylinders used, inspected, and maintained in accordance with DOT regulations are exempt from the permit requirement.
To receive a permit, an engineer must inspect the pressure vessel(s). The fee for an inspection is $150 an hour. The permit and inspection must be renewed every five years. To request an inspection, visit Pressure Vessels at www.dir.ca.gov.
Cargo Tank Vapor Recovery Program (CTVRP)
The California Air Resources Board (ARB) has authority over the CTVRP within the state. The CTVRP is the program that administers state certifications of cargo tank recovery systems in accordance with CP-204.
The CTVRP requires that all cargo tanks undergo a certification process that includes the submittal of a 48-hour test notification, the completion of the annual test procedure, the submittal of passing test results, and the submittal of a completed certification application. Tests must be conducted by the owner, operator, consultant, or contractor of the cargo tank at the expense of the owner or operator. A $175 certification application-processing fee is due at the time of submittal of an application.
