The following states and U.S. territories have OSHA-approved plans that cover most private employees as well as state and local government employees:

Seven states and territories have plans that cover only state and local government workers: Connecticut, Illinois, Maine, Massachusetts, New Jersey, New York, and the Virgin Islands.
Federal employers must comply with all occupational safety and health standards issued under section 6 of the Occupational Safety and Health (OSH) Act, or with alternate standards as outlined in 29 CFR 1960 Subpart C.
