The California Division of Occupational Safety and Health (Cal/OSHA) has adopted standards for heat injury and illness prevention (HIIP) that go beyond the requirements of OSHA’s General Duty Clause. The HIIP standard applies to all outdoor places of employment. Employers in the industries of agriculture, construction, landscaping, oil and gas extraction, and transport/delivery of agricultural products, construction materials or other heavy materials are subject to additional rules for high-heat environments (95 degrees Fahrenheit or higher).
Provisions of the standard that employers must follow include:
- Providing fresh, cool, potable drinking water as close as possible to where workers are working;
- Providing appropriate access to shade when temperatures exceed 80 degrees Fahrenheit;
- Encouraging workers to take cool-down breaks as needed to prevent overheating;
- Administering appropriate first aid or emergency response if employees exhibit signs of heat illness; and more.
Additional provisions for high-heat conditions (95 degrees F or above) include:
- Ensuring that workers can readily communicate with supervisors in case of emergency;
- Observing workers for alertness and signs or symptoms of heat illness;
- Pre-shift meetings to review high-heat procedures with workers; and more.
Employers must also implement an emergency response plan; allow for employee acclimatization to heat; and offer effective worker training regarding symptoms of heat illness and the appropriate first aid or emergency response.
Cal/OSHA requires all employers to establish a Heat Illness Prevention Plan, which may be included as part of the employer's Injury and Illness Prevention Program for employees.
