The Hazardous Materials Table in 172.101 is a list of all the proper shipping names that can be used to describe materials or substances that are considered hazardous when transported in commerce. Once a proper shipping name is chosen to describe a hazardous material, the Table provides the majority of information needed to properly prepare it for transport.
Scope
The Hazardous Materials Table (HMT) applies to each person who offers a hazardous material for transportation, and each carrier by air, highway, rail, or water who transports a hazardous material.

Key definitions
- Commerce: Tradeor transportation in the jurisdiction of the United States within a single state; between a place in a state and a place outside of the state; that affects trade or transportation between a place in a state and place outside of the state; or on a United States-registered aircraft.
- Hazardous material: A substance or material that the Secretary of Transportation has determined is capable of posing an unreasonable risk to health, safety, and property when transported in commerce, and has designated as hazardous under section 5103 of Federal hazardous materials transportation law (49 U.S.C. 5103). The term includes hazardous substances, hazardous wastes, marine pollutants, elevated temperature materials, materials designated as hazardous in the Hazardous Materials Table (see 49 CFR 172.101), and materials that meet the defining criteria for hazard classes and divisions
- Person who offers/Offeror: Any person who does either or both of the following:
- Performs, or is responsible for performing, any pre-transportation function required under this subchapter for transportation of the hazardous material in commerce.
- Tenders or makes the hazardous material available to a carrier for transportation in commerce.
