Carriers operating IFTA qualified vehicles without an IFTA license and decals must obtain temporary fuel permits for operation into Colorado. Permits are available at the port-of-entry (POE). The driver must provide the destination.
The permit is required for any motor vehicle or combination of vehicles used, designed or maintained for transportation of persons or property and: having two axles and a gross vehicle weight over 26,000 pounds; single unit having three or more axles regardless of weight; or used in combination when the weight or registered gross weight of such combination exceeds 26,000 pounds.
Any owner or operator of a passenger bus, which is licensed in another state and not permitted for fuel use tax in Colorado, wishing to make an occasional trip into Colorado, must obtain a trip permit from a POE and pay a fee of $25, or the amount of passenger-mile tax becoming due and payable, whichever is greater.
Permits available from POEs, or from a Department of Revenue office nearest a port of entry, or from a State Patrol officer.
Fees
Miles divided by 4 MPG x current tax rate, plus a $1.00 license fee.
Buses with 15 or more passengers also pay $25 or the Passenger Tax, whichever is greater. (Passenger tax computed by: No. of passengers X CO miles X $0.001)
