Intrastate
Fully regulated carriers
Nevada requires vehicles used to transport passengers, household goods, tow vehicles, and any other “fully regulated carriers” to apply to the Nevada Transportation Services Authority for permission to operate in Nevada intrastate commerce.
A “fully regulated carrier” means a common carrier or contract carrier of passengers or household goods who is required to obtain a certificate of public convenience and necessity or a contract carrier permit and whose rates, routes, and services are subject to regulation. There is a one-time company filing fee of $200 for the certificate, plus an estimated publication cost of $480.
Carriers not fully regulated
The Department of Motor Vehicles and Public Safety, Motor Carrier Bureau, is responsible for regulating the activities of common and contract carriers of property other than fully regulated carriers.
The Department of Motor Vehicles and Public Safety will issue written approval to operate as an intrastate carrier if the applicant satisfies the insurance requirements, identifies the terminal facilities used to support vehicles involved in intrastate transportation, acknowledges its understanding of the safety requirements and agrees to be in compliance, and satisfies any other related safety or financial responsibilities the Department has adopted by regulation.
The Department may issue its written approval along with the registration or licensing of the applicant’s fleet or equipment, or when the application for written approval is received. If the applicant’s request for written approval is not submitted with the registration or licensing of the fleet, the Department may charge a fee of not more than $50 to process the application.
The written approval from the Department is effective until the department cancels the written approval. Written approval may be cancelled by the Department if the carrier fails to maintain adequate insurance, fails to notify the Department of any changes in terminal facilities locations, or does not comply with applicable requirements relating to safety or financial responsibility.
Insurance
Non-fully regulated common/contract motor carriers of property and private motor carriers shall maintain a contract of insurance against liability for injury to persons and damage to property in the following minimum amounts (freight only):
- Vehicle or combination of 10,001 to 26,000 pounds gross vehicle weight rating (GVWR) $300,000 CSL
- Vehicle or combination of 26,001 to 80,000 pounds GVWR $750,000 CSL
Carriers transporting hazardous commodities must maintain the limits as specified in 49 CFR §387.303.
Non-fully regulated common/contract carriers must have cargo insurance in the amount of $15,000/$30,000.

Interstate
Nevada is not a participating member of the Unified Carrier Registration Agreement (UCRA); however, interstate for-hire carriers based in this state are required to select a base state according to UCR guidelines and file UCR registration. UCR registration is required even if travel occurs only in non-UCR participating states.
