Virginia does not have a state law that requires private-sector employers to reimburse employee expenses.
State employees are entitled by law to be reimbursed for “reasonable and necessary” expenses (such as mileage, meals, and lodging) incurred in the course of approved state business travel. For meals, gratuities, and other incidental expenses, a per diem allowance may be granted instead of direct expense reimbursement.
