Federal regulations
Hawaii has adopted Part 392 of the Federal Regulations.
Applicability
Part 392 applies to interstate and intrastate operation of a vehicle with a gross vehicle weight rating or gross combination weight rating, or gross vehicle weight or gross combination weight of 10,001 pounds or more, whichever is greater, or a vehicle of any size transporting a placardable amount of hazardous materials.
Engine Idling
An engine may not be in operation while a motor vehicle is stationary at a loading zone, parking or servicing area, route terminal, or other off street area.
Exceptions — Idling is allowed for up to three minutes during the buildup of pressure at the startup and cooling down of the engine and when loading or unloading passengers. There are also exceptions for adjustment or repair of the engine and operation of ready-mix trucks, cranes, hoists, and certain bulk carriers, or other auxiliary equipment built onto the vehicle or equipment that require power take-off from the engine.
Speed limit
The speed limit varies from 40 mph to 60 mph depending on highway used.
