Hawaii has adopted Part 391 of the Federal Motor Carrier Safety Regulations (FMCSRs) as they existed on May 31, 2018.
Part 391 applies to interstate and intrastate operation of a vehicle with a gross vehicle weight rating or gross combination weight rating, or gross vehicle weight or gross combination weight of 10,001 pounds or more, whichever is greater, or a vehicle of any size transporting a placardable amount of hazardous materials.

Driving Records | A “Request for Hawaii Driver History Record” form may be used. A motor carrier or prospective motor carrier may request a driver’s history record, provided the request is made by the driver in person or is notarized. The “Request for Hawaii Driver History Record” form may be accessed via the Department of Transportation website: https://tinyurl.com/DrivingRecordHI1. The fee is $9.00 per request |
Physical Exam - Motor Carrier | Physical exam and certificate required A person who is not physically qualified to drive under 391.41(b)(1) or (2) and who is otherwise qualified to drive a motor vehicle may be granted an intrastate waiver. |
