The voluntary use of an elastomeric mask requires that the employer have a written program, ensure the employee is medically able to use the respirator and that the respirator does not present a health hazard, and provide a copy of Appendix D to the employee. To the extent that the above items may create an expense, these costs would be covered by the employer. The employer can choose to supply the respirator and cartridges at no cost to the employee. If the employee supplies their own respirator, the cost of the respirator and cartridges would be the responsibility of the employee.
For voluntary users wearing dust masks, the employer must provide at no cost to the employee, a copy of Appendix D. Where respiratory protection is required either by the employer or by the OSHA, the employer must pay all costs associated with the requirements set forth in the standard.
