Does a van trailer transporting bulk packages containing hazmat residue need to display placards and ID numbers?

Yes. Empty bulk packagings must be transported in the same manner as when they contained a larger quantity of hazardous materials. If the bulk packagings are not visible in the van trailer then the outside of the vehicle would need placards and ID numbers [see 173.29(a)].
