Do OSHA regulations cover students in educational institutions?

The OSH Act covers most private sector employers and their workers. Students who attend the educational institution as learners only would not be covered by OSHA and this would also include visitors and members of the general public. The agency’s coverage includes all employers and their employees either directly by federal OSHA or through an OSHA-approved state program.
