No, if there’s an “X” in the hazmat column, carriers do not also have to list it in a contrasting color.
When there are hazardous materials and non-hazardous materials on the same shipping paper, the carrier is required to provide the hazardous materials description entry according to one of the three options listed (172.201(a)(1)):
Enter it first,
Enter it in a color that clearly contrasts with any description on the shipping paper of a non-hazardous material, or
Place an “X” before the basic shipping description.
It is always acceptable use more than one of the three options provided above, but it isn’t required by the regulations.
