Missouri is under federal OSHA jurisdiction which covers most private sector workers within the state. State and local government workers are not covered by federal OSHA.
Underground facilities
Under Missouri’s Underground Facility Safety and Damage Prevention Act (§§ 319.015 -- 319.050 R.S.Mo.), excavators must give notice of proposed excavations to a notification center so that the center can notify underground facility operators to locate and mark their facilities to prevent accidental damage, interruption of service, or injury to excavation workers.
