Summary of differences between federal and state regulations
The federal Fair Labor Standards Act contains certain provisions in regard to compensation in terms of minimum wage, overtime, child labor and recordkeeping requirements. Corresponding state provisions will be found under those topic areas. States are free to adopt additional provisions that are not regulated by the federal government such as frequency of payday and wage deductions. These provisions are discussed in this section.
Connecticut law has the following provisions:
Itemized statement
Employers shall provide employees upon wage payment with an itemized statement showing the hours worked, gross earnings, straight time and overtime separately, itemized deductions, and net earnings. chapter 557, §31-13a
Regular payday
An employer shall pay wages on a regular payday designated in advance by the employer in cash, negotiable checks or by direct deposit in accordance with the employee’s authorization in writing. If a regular pay day falls on a non-work day, payment will be on the preceding work day. chapter 558, §31-71b
Wage deductions
An employer may withhold wages where required or empowered to by law, or if there is written authorization from the employee.

Notification
Employees are to be notified in writing upon hire of their rate of pay, hours of work, and wage payment schedules. They must also be notified in writing of any changes in pay, benefits, or employment practices. This notification may be in the form of a posting in the workplace in an accessible location. chapter 558, §31-71f
Frequency of payday
Paydays are to be weekly, although employees may be paid less frequently by commissioner approval; however, employees must be paid for wages at least once each calendar month. chapter 558, §31-71i
Deduction for loss
An employer may not deduct from an employee’s wages for losses or shortages due to customer wrongdoing. chapter 557, §31-51hh
Deduction for debt repayment
Deductions are allowed for repayment of debt when evidenced by a written instrument. chapter 558, §31-73
