Hawaii has adopted Part 396 of the Federal Motor Carrier Safety Regulations (FMCSRs) as they existed on May 31, 2018.
Part 396 applies to interstate and intrastate operation of a vehicle with a gross vehicle weight rating or gross combination weight rating, or gross vehicle weight or gross combination weight of 10,001 pounds or more, whichever is greater, or a vehicle of any size transporting a placardable amount of hazardous materials.
Annual Inspections - Motor Carrier | The Motor Vehicle Safety Office (MVSO) conducts an official mandatory periodic vehicle inspection program. Every truck, truck-tractor, semitrailer, trailer, or pole trailer having a GVWR > 10,000 lbs. and vehicles transporting a placardable amount of hazardous materials must be inspected and certified annually at designated inspection stations, and every registered owner must obtain a certificate of inspection and approval as well as display an inspection sticker. The vehicle must have a Vehicle Identification Card from the MVSO prior to getting a safety check for the vehicle. The U.S. DOT has determined that this mandatory inspection program is considered equivalent to the Federal annual inspection requirement in Part 396. |
