In South Carolina, a person may not operate a vehicle while using a wireless electronic communication device to compose, send, or read text-based communication.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- Use by law enforcement and emergency personnel,
- A lawfully stopped or parked vehicle,
- Use of a hands-free wireless electronic communication device,
- Transmitting or receiving data as part of a digital dispatch system; or
- Use of a global positioning system device or an internal feature or function of a wireless electronic communication device for navigation or obtaining related traffic and road condition information.
