The carrier intervention process is designed to improve unsafe behavior early and reach more carriers. The process is progressive; increasing in severity and interaction with motor carriers and their drivers.
Scope
These requirements apply to motor carriers (including owner-operators) and their drivers who are currently operating commercial motor vehicles (CMVs) under a USDOT number in interstate commerce.

- Behavior Analysis and Safety Improvement Categories (BASICs): Seven categories of safety behaviors measured in the Compliance, Safety, Accountability (CSA) Safety Measurement System (SMS). The BASICs represent behaviors that can lead to crashes.
- Compliance, Safety, Accountability (CSA): A Federal Motor Carrier Safety Administration (FMCSA) initiative to improve large truck and bus safety and reduce commercial vehicle-related crashes, injuries, and fatalities.
