Application
To reduce the potential for cargo damage, driver injury or traffic hazards, public vehicles must be equipped and loaded so as to prevent the vehicle from turning over or the load from shifting, swaying, spilling, leaking, blowing, falling, or otherwise escaping.
Alberta’s cargo securement requirements apply to commercial vehicles or commercial vehicle combinations that are registered for, or that weigh more than, 4,500 kilograms, and that are not buses.
Requirements
Alberta has adopted by reference National Safety Code (NSC) Standard 10, Cargo Securement. NSC Standard 10 may be obtained from the Canadian Council of Motor Transport Administrators at http://tinyurl.com/nsc10cargo. NSC Standard 10 was updated effective June 2013 to require friction mats to be marked by the manufacturer with the maximum usable friction resistance (if the mats are to be considered part of a cargo securement system), to add proper securement requirements for transverse rows of metal coils, and to correct a difference between the requirements in the standard and the current designs of integral locking devices on intermodal containers.
Drivers are responsible for ensuring that their cargo is stabilized and secured to prevent leaks and spills, and to prevent the cargo from blowing off, falling from, falling through or otherwise becoming dislodged from the vehicle. In addition, drivers must make sure that cargo is adequately secure to prevent shifting upon or within the vehicle.
Vehicles under 4,500 kilograms are not subject to NSC Standard 10, however, if used to transport goods, the vehicles must be constructed to carry the goods. The goods must be secured so that the vehicle can be operated safely when loaded and without danger of the vehicle overturning or the load shifting, swaying, blowing off, falling off, leaking, or escaping.
