Generally, no. There are a few exceptions, such as the purchase exemption (there are no zero emissions vehicles, or ZEVs, of that type being built), daily usage exemption (there are no ZEVs that can meet the necessary daily mileage and hours), and non-repairable vehicle exemption (a one-time catastrophic event that makes both the engine and vehicle unrepairable, and a ZEV cannot be quickly located).
