FAQ
An Administrative Hearing is a way to contest a citation for a party who has been issued a citation from CARB.
Under the procedures, the party receiving the citation and penalty assessment has the option to either:
- Pay the penalty within a certain timeframe, or
- Request an administrative hearing.
If the party chooses not to clear the citation (i.e., make required vehicle repairs and pay the citation penalty) and does not request a hearing, additional penalties are imposed as required under state law.
In addition, the CARB may also initiate a vehicle registration hold via the Department of Motor Vehicles and ask the California Highway Patrol to impound the vehicle.

CARB places registration holds due to noncompliance with CARB regulations. Beginning in 2024, the registration hold may be due to not meeting the compliance requirements for the Clean Truck Check program.
If your vehicle's model year is 2010 or older, it is possible that your vehicle does not comply with the Truck and Bus regulation.
For assistance with determining why the vehicle is non-compliant with CARB regulation(s) and what you need to do to bring the vehicle into compliance, you may contact the CARB Hotline at 1-866-634-3735.

If you received a NST letter, you have 30 days to submit a passing emissions test to CARB. To help get your vehicle tested, check the list of “Available for Hire Credentialed Testers” on the CARB website. The list includes commercial CARB-credentialed Clean Truck Check (HD I/M) Testers with contact information.
Alternatively, the Clean Truck Check program allows a vehicle owner or a fleet mechanic to conduct the required testing and reporting. A tester needs to take the Clean Truck Check (HD I/M) training, pass the exam, and use the correct test equipment. The “Tester Training Course and Exam” are also available on the CARB website.
Failure to submit a passing test may result in:
- An enforcement violation,
- Loss of compliance certification, and
- California vehicle registration hold.

What parts of the California Air Resource Board Zero Emissions Vehicle Fleet Program affect motor carriers?
The parts of the Zero Emissions Vehicle Fleet Program that affect motor carriers are the Advanced Clean Truck regulation and the Advance Clean Fleet regulation:
- The Advanced Clean Truck regulation requires manufacturers to sell zero emissions vehicles in California, and
- The Advanced Clean Fleet regulation requires certain fleets to transition to zero emissions vehicles.
