OSHA, at 1910.101(b), refers to Compressed Gas Assoc. Pamphlet P-1-1965.

At 3.7.4.1 of P-1, CGA says, in part, that “Properly secured gas cylinders with a water volume less than 305 cu. in. may be stored in a horizontal position.” That is the only statement that refers to the position of cylinders in storage in the pamphlet.
