Any motor carrier wishing to maintain bulk fuel storage in Oklahoma, and using it strictly to fuel their own vehicles (not for resale), can do so without having any special type of bulk fuel license. All fuel must be purchased tax-paid at the time of purchase, and all purchases, withdrawals, and inventory figures are reported on carriers quarterly IFTA report or Importer for Use tax report, including Schedules B and C. If carrier will be selling fuel from bulk storage, they must be registered as a “Distributor” and file separate returns.
