Platooning: Yes. Following too closely violations do not apply to a non-lead vehicle in a platoon if the platoon consists of not more than two motor vehicles.
“Platoon” means a group of individual motor vehicles traveling in a unified manner at electronically coordinated speeds at following distances that are closer than would be reasonable and prudent without such coordination.
Full operation: Yes.
- Operating conditions. A person may operate a fully autonomous vehicle (AV) on the public roads of Oklahoma without a human driver if the automated driving system (ADS) is engaged and the vehicle meets the following conditions:
- If a failure of the ADS occurs that renders that system unable to perform the entire dynamic driving task (DDT) relevant to its intended operational design domain (ODD), the fully AV will achieve a minimal risk condition;
- The fully AV is capable of operating in compliance with the applicable traffic and motor vehicle safety laws and regulations of Oklahoma, unless an exemption has been granted by the Department of Public Safety (DPS) or its designee; and
- When required by federal law, the vehicle bears the required manufacturer’s certification label indicating that at the time of its manufacture it has been certified to comply with all applicable Federal Motor Vehicle Safety Standards (FMVSS) including reference to any exemption granted by the National Highway Traffic Safety Administration (NHTSA).
- Law enforcement interaction plan. Prior to operating a fully AV on the public roads of Oklahoma without a human driver, a person must submit to the DPS a law enforcement interaction plan that contains, but not limited to, information that describes:
- How to communicate with a fleet support specialist who is available during the times the vehicle is in operation;
- How to safely remove the fully AV from the roadway;
- How to recognize whether the fully AV is in autonomous mode and steps to safely tow the vehicle; and
- Any additional information the manufacturer or owner deems necessary regarding the hazardous conditions or public safety risks associated with the operation of the fully AV.
- Proof of insurance. Before operating a fully AV on public roads of Oklahoma without a human driver, a person must submit proof of insurance or self-insurance to DPS in an amount of at least $1M.
- Accidents. A fully AV must remain at the scene of an accident, when required by law, and the owner, or a person on behalf of the owner, must report accidents or collisions as required by law.
- On-demand and AV networks. An on-demand AV network will be permitted to operate without a driver pursuant to Oklahoma laws governing the operation of transportation network companies, taxis, or any other ground transportation for hire of passengers.
- Registration and title required. A fully AV must be properly registered and titled and the registration and title must identify the vehicle as fully autonomous.
- Operation by a human driver. A human driver may operate a fully autonomous vehicle if the vehicle has controls that allow the human driver to control all or part of the DDT.
