Yes. Fixed ladders must be inspected. OSHA requires at 1910.23(b)(9) that fixed ladders be “inspected before initial use in each work shift, and more frequently as necessary, to identify any visible defects that could cause employee injury.”
In addition, 1910.22(d)(1) requires that all walking-working surfaces are inspected regularly and as necessary. OSHA says that a ladder is a type of walking-working surface. As such, fixed ladders must be inspected in accordance with 1910.22 in addition to the inspection requirement under 1910.23.
